North Carolina Fireworks Laws


CONSUMER FIREWORKS
Specifically Permitted Sparklers, fountains, smoke devices, snake and glow worms, trick noisemakers, and toy pistol caps.
Specifically Prohibited Explosive or aerial fireworks, roman candles, and rockets or similar devices.


DISPLAY FIREWORKS
Display Permit Apply to local fire official. Must comply with NFPA 1123, NFPA 1126 and Chapter 33 of International Fire Code, 2000 Edition.
Insurance None specifically required in state law.
Operator No license specifically required in state law, operator must be technically competent. May be local requirements. Bond or certificate of insurance required.


MANUFACTURE, STORAGE, TRANSPORTATION
  Manufacturing of fireworks not permitted.


LICENSING
  State License required annually, apply to state tax commissioner.
Wholesaler distribution $1400
Wholesaler 400
Retail permit required at local level, apply to municipal clerk, $50 fee. Wholesalers may sell only to licensed retailers or jobbers. Retailer may buy only from licensed wholesaler or jobbers.
